"A conversation of Aeronauts to Be Held in Boston.  The Boston Aeronautical Society Will Construct a Laboratory Specially Adapted to its Requirements. [...] directs the secretary of the treasury to pay the sum of $100 000 to any person, from whatever part of the world, who shall at any time prior to the 1st of January, 1901 construct an apparatus that will, on a verified report of a committee of three members, appointed by the secretary of war, demonstrate within, or near the city of Washington, practicability of safely navigating the air at a speed of not less than 30 miles per hour, and capable of carrying weight and passengers, weighing a total of not less than 400 pounds."
